Ministry reform to rebuild foundations of governability

Minister Edinho Silva, head of the presidency's Secretariat for Social Communications, said that the istrative and ministerial overhauls soon to be announced by the Brazilian government are being devised through “close dialogue between the parties in the [ruling] coalition.”

“The reform will reestablish the foundations of governability. What matters is that President [Dilma Rousseff] manages to restore our political unity, [so that] the announcement comes as the reflection of a plan which brings political peace to the country and recovers economic growth,” the minister said Tuesday (Sep. 22), on TV Brasil.
The government acknowledges the difficult moment currently facing Brazil, Edinho said. “The instability was brought about by a number of factors. We've just got out of a fierce electoral dispute and [now] the country is tackling a debate about the number of allegations affecting the political sphere.” In his view, the reports targeting political leaders have made affairs even more unstable.
The minister said that the accusations made as part of Operation Car Wash (a probe into corruption cases at Petrobras) should be investigated, but he itted that investigations have made an impact on the economy. “In a [key] production chain such as oil and gas, the impact is significant [and] causes a certain paralysis at the country's major infrastructure companies.”
In response to a question posed online on whether the government is a bad communicator, Edinho conceded that it may not be communicating the best way possible. “We've made an effort. At a difficult moment, communication will always be found lacking. The deficit is substantial because you often create a communication policy, and then something happens and whatever plans you've made fall apart.”
